Andrew, I can get the device back into production, but we have a catch22 here. I can remotely wipe the iPad, but it must be online to do so. It's possible that it has stored with in it the passwords for FRP-Guest or FRP-Staff Wifi. If you have the ability to create a WiFi network with the name "FRP-Guest" and it's password (linked below) or FRP-Staff and it's password (linked below), it's possible that the device would come online and could be remotely managed. Otherwise, I can DFU wipe the device in person and reactivate it. Let me know if you think you have it online at any point.
